When Astrojar suggests Shukra's remedies
Astrojar suggests Shukra's remedies in two cases. To strengthen Venus when it matters for your question and is good for your Lagna (Mithuna, Kanya, Tula, Makara and Kumbha). To pacify it when Venus's dasha is running and it is not good for your Lagna and is weak (debilitated, combust, or in the 6th, 8th or 12th house), or when Venus is behind an uncancelled dosha in your chart. Pacifying uses the mantra, charity, worship and the temple, never the gemstone.
Venus's gemstone
Diamond (Heera) strengthens Venus, so Astrojar suggests it only when Venus is good for your Lagna: by BPHS ch. 34, for Mithuna (Gemini), Kanya (Virgo), Tula (Libra), Makara (Capricorn) and Kumbha (Aquarius) Lagnas. BPHS calls Venus malefic for Mesha (Aries), Vrishabha (Taurus), Karka (Cancer), Simha (Leo), Vrishchika (Scorpio), Dhanu (Sagittarius) and Meena (Pisces) Lagnas; there the stone is not for you. Even where it is allowed, only after an astrologer checks your full chart, and after a short trial period. The substitute stone is white sapphire or zircon.
How to chant the Shukra mantra
Chant the mantra 108 times on a mala, ideally on Fridays. The full japa of 16,000 is the count traditionally completed for Venus, often over many days or by a priest.
